Secretively, in the mind of the extreme  majority of the whites across the United States, "...education which is route to these  good things must not be given to non-whites because they (non-whites) will earn it to take our job and good life..."(Invisible Voice In U.S. Education - LIMPT, INC. - EDUCATION AND WORKFORCE PROJECT - 2009).


To achieve this invisible treaty, over 95% white teachers and administrators must be imposed on urban and suburban schools (non-whites schools, pre-k-12 and same trend in all tertiary institution).  In urban and mixed urban schools governments of America try to overload the schools with fund to realize almost same standards as in suburban school but secretly under white to white organized conspiracy this fund is diverted to personal enjoyment and to empower white teachers/administrators' programs.


Teachers and administrators under mounted police system (also predominantly whites with cosmetic non-whites who are accepted to earn means of livelihood and engage in white designed special duties), non-white students  and parents are excessively streamed, stereotyped, bullied, harassed, psychologically tortured and subjected to related intolerance stemming from torturous teaching under raw course program, homework, test and examination created to get low scores. In part this anti-education for all under NO CHILD LEFT BEHIND ACT (2001) and related legislation is enforced to cause mass disengagment or drop out from school and closure of urban and mixed urban schools.


Criminally, horribly and tearfully, some of these innocent students are branded psychiatric students based on the damaging and conspired  incident reports manifactured by the school administrators, guidance/counselors, school nurses, police report, physicians, department of children and families (DCF) or department of social services (DSS), community/neighborhood agents/spies, etc.


In Massachusetts some districts or counties, Boston, Lynn, Brockton, etc two or three different school systems or classification is created to conduct psychiatric evaluation  or decorated otherwise and called learning disability school or special education center. These are students who were normal prior to admission to these urban and mixed urban schools but destroyed by the teachers, administrators, mounted police, DCF or DSS, etc.



Majority of these students if re-evaluated by impartial expert and under racist free counseling environment, they (students)  would be declared students who have no learning disability or psychiatric problem but students who are  excessively streamed, stereotyped, bullied, harassed, psychologically tortured and subjected to related intolerance stemming from torturous teaching under raw course program, overloaded raw course or untaught  homework, test and examination created to get low scores which cause anger and other bad state of mindset which may lead to many things in the life of the child, victim including drop out from school.



 Some parents who are not strong enough to contain these cruelties against their children in school are victims and branded psychiatric patients as thoroughfare to seize their children by DCF or DSS or force the family to divorce and end of the custody battle for non-whites  is also catastrophic because severally activist judges grant custody to the parents who may likely further destroy the student and force him/her to drop out from school or face the risk of being removed by the DCF or DSS based on the incident reports created by the DSS, teachers, administrators, school nurses, police, etc.


 Few non-whites students who are in part selected agents to spy on their fellow non-whites are scored B or B+ or more and arrogantly empowered by the teachers, administrators and mounted police to do and undo. Same selection is used to maintain the oligarchy at tertiary institution level and  support the decoration at the workplace to suppress advocacy.



RECOMMENDATIONS:


Particularly, to cure these ills urban and mixed urban schools must be ran by community base or  predominantly non-white teachers and administrators to enable non-whites excel pre-K - 12 and earn A/ A+ and B/B+  to ease path to tertiary level. Whether you are white or non-white affirmative or quota program will be removed to enable white and non-whites fight for admission in the 10-100 top ranking tertiary institutions. Then compliance and other equity legislation will be adequately enforced.


To increase and stabilize standards in urban, suburban and mixed urban schools, LIMPT, INC. & Associates,  in-Dr. Phillip Chukwuma Ofume found that "...LIMPT, INC. & Associates have recommended course by course standards assessment and evaluation pace setting to get high standards of education across all schools...to maintain high standards which is the goal of this plan, after school program or two-way learning per day will puts  student  on top... Globally, and across the United States, American urban and part of mixed urban schools are the worst place to send your non-white children to learn and acquire education. Suburban school is predominantly whites. Several non-whites that fought cold war to find themselives there pre-K-Tertiary suffered untold stress to earn earn education. "

President Obama, right from youth age and when you became president, you fearlessly fought for better education, better and other forms of employments, better healthcare, better and habitable homes, safe America, etc. for them.


Prior and now per midterm election Nov. 2010 U.S. Congress  or Conservative/Republican Party are in control of districts, counties, and states where middle and lower classes live and struggle to survive. Reliant
on the administrative or civil service laws of America, first time another type of president is in charge and virtue of these laws you are forced to occupy small part to excise this power.

I believe in interactive and complimentary plans in fostering Nigeria's eco development and socialization but disagree with the plan that without foreign decoration nigerians and Nigeria will not reach intended level. What's purportedly construe as foreign experts and consultants is made up of nigerians and with potential stake. Foreign factor lured them out of Nigeria to take their jobs in order to reduce foreign unemployment and under-development. The meaning of this discourse in my investigative research is that Nigeria has majority of the experts and consultants required to design and float her OWN pattern of development. Development projects must be retroactive before they can make sense. Nigeria's mines/power, communications, agro, and several other industries failed in major part because of foreign experts and consultants. For example, in the United States urban and mixed urban schools or predominantly non-whites schools which have over 95% white teachers and administrators failed because, lawmakers, experts and consultants as smart as they are in demagogy maintain that whites can give non-whites education to take their jobs across the United States. This nonsense!!!

This change mechanics will also engage majority of AAAA members and staff into using their professions to work for AAAA and earn additional income from AAAA project and enterpreneurships. Dr.  Ofume steer up ego of his audience when he said, " time comes right now for AAAA to be stake holder and in control, becomes producers, provider and service person for  marginalized americans...let's go brothers and sisters, we can!"

International and domestic cooperant, collaboration, NGOs interactive projects, etc programs will raise the account of AAAA to over $2 billion in less than five years time. Then AAAA will not plead AFFIRMATIVE ACTION with Ethnicity, Race, Color, and related vulnerable evidence and fact but as co-competitor for the Commonwealth of America and world in general. DIVERSITY IS HIGH GROUND FOR BUSINESS DEVELOPMENT, EXPANSION AND PROFITABILITY - DR. PHILLIP C. OFUME


Here's what James Rodgers said,  "Contrary to popular belief, diversity is not important or useful to a business unless it is managed to solve a business problem."

Afore referenced, it may be wispered and mute in author's entreaty that, DIVERSITY is not good for business but must be publicly  reversed with loud tune which says it's incorrect and below sizeable argument in global  multilinear definition of diversity in business. No! This just one piece of several hundreds of the definition of diversity such as academic, scientific, political, social, law, civil, religion, ethnological/cultura strandl,  all course syllabus in education and training, business, dictionary, linguistic, ethical, etc.  In responding to my colleague, business is one of the fora DIVERSITY is strongly required if the actors of such business desire enlarged profits because in business administration; management; marketplace; labor force; goods and services;  marketing of concept, theory, finished products; professional and other strategic advice and advising  for NGOs, GOs and private sectors;  homeland and other securities; intellectual property; etc  DIVERSITY is major secret to expand your customers and sales/selling borders because within border alone earns  low key growth/profit and less profiting market. Good business men/women/children go for MARKET WITHOUT BORDERS.

In 1984 gradually, and without initial and sustaining future  capital or less than S0.25 or about N5.00 (Nigeria), I started withdrawing from my original work/career focus (lecturer/Researcher - University of Ibadan/Institute of African Studies) into public and private services business (G.M. BOND & PHONEX ENTERPRISES - Loan, investment and Recovery for private and public sectors). To implement this business action,  I researched, investigated and merged a triangular theory which are (1) DIversity;  (2) John Maynard Keynes economic theory;  and (3) socio-economic genetics via Adam Smith and labor science theory. Between and about 1985 through  1996 the profit without operating capital was over $25million excluding mortgaged real properties. $11million, conspired and forcible properties and goods seizure  by Rt. Hon. Prime Ministers of Canada, Jean Jacques Chretien and Paul Martin on December 17, 2003 are part of the profits from this business (see Phillip Ofume v. CIBC - The Supreme Court of Canada and Ofume et al v. Government of Canada at the United Nations). In my interim conclusion, I may say that DIVERSITY and COMPETITIVENESS are core brain in business success, but we must know that diversity is the foundation and umbrella of competitiveness and business success. With diversity as business theory business expands and money making is easy and upbeat.

CONSPIRACY OF THREE ACADEMICALLY  LOW PERFORMING/RACIST  HIGH SCHOOLS, MA (HOLYOKE HIGH SCHOOL, LYNN CLASSICAL HIGH SCHOOL AND BROCKTON HIGH SCHOOL) TO IMPEDE SMART/GIFTED/TALENTED STUDENT-VICTIM, ISABELLE OFUME'S  RIGHT TO UNIVERSITY EDUCATION (MEDICINE) - ON-GOING INVESTIGATION PENDING BEFORE STATE/FEDERAL DEPARTMENTS OF EDUCATION AND U.S. FEDERAL BUREAU OF INVESTIGATION (FBI).

I am responding to questions, concerns and comments arising out and which may arise near future from the University of Massachusetts Boston, universities/colleges, Dual Program Enrollment and allied institution/program of higher education.

 I act under this capacity as the Co-ordinator of LIMPT, INC. and Parent of Ms. Isabelle I. Ofume, thus  relating to vested and organized politicized teaching, administrative, test, exams, other school work malpractices and misconducts at Holyoke High School, MA; Lynn Classical High School and Brockton High School. Internationally, these schools are specimen case where non-white talented/gifted/smart/A/A+/B+ students are destroyed to stop them from pursuing educational career,  grade 9  through  tertiary level.


 Shamefully, in these schools in purported multi-cultural/racial/color federation of America,  over 98% white teachers and administrators are teaching and administering between 85% and 95% non-white students under TOP SECRET. To keep poor teachers and teaching afloat heavily armed police officers are mounted. Any questions as to poor teaching and imposed low scores anger teachers and administrators and they call police on the student to start a criminal record for the student to further stop the student's destination to right to education, employment, etc.

Canada through the United States, Ms. Isabelle I. Ofume, has maintained excellent scholarship earning Honor/High Honor/A/A+/B+ in some of the best schools in Canada and USA until part of Grade 11 when Isabelle found her faith in very academically poor and weak  urban schools where the  political opponents of parents used the poverty encroaching the cities of Holyoke, Lynn and Brockton  to unleash monetized  captivity of the teachers and administrators at Holyoke High School, MA; Lynn Classical High School and Brockton High School. Parents, Dr. Phillip Chukwuma Ofume and Mrs. Maureen Ngozi Ofume bid for the President of Nigeria past and 2015. Effective September 2010 which is part of grade 11, under this moneyed action, poor teachers and administrators continued to influence themselves from Public School to Public School aimed at political program to use  poor teaching and low scores, overloading students psychic with raw or untaught courses and imposed test/exams,  harassment,  bullying, etc to harvest low grade.

Isabelle and her siblings are smart/gifted/talented/A/A+/B+ students notwithstanding the racist conducts under urban school (non-white) conduct of poor  schools and teaching, test/exams without prior teaching and  lay off of scores.


We will appreciate the indulgence of external observers such as universities and colleges  to remain impartial and fair and avoid using scores cooked at the poor schools mentioned above for any evaluatioin pending investigation, appeals and decision of  the investigating or abjudicating  bodies referenced and yet to emerge as these schools have lignage of politics, race and color alliance to lie and set disadvantage cloud on Isabelle's excellence earned from some of the best schools in Canada and United States.

The message posted below sent from the University of Massachusetts, Boston shows that this university has taken side with these poor schools without incorporating Isabelle's defense and reviewing her strong  academic performance in some of the best schools in US and Canada (Riverbend High School, Fredericksburg, Virginia USA and Bedford South School, Bedford NS Canada).

Dr. Ofume further warns that pre-k - 12 and matriculation tests/examination (SAT, ACT, state etc)  are the battlefield because when won there, affirmative action will be won in pushing for admission to universities and colleges, because  this directly winning the war of admission pre-requisites to ease question of who and who are inside and outside colleges/universities. Secretaries and  commissioners of education, congress/reps of the United States, etc are internally aware that these levels are hold up this delay and the emerging  matriculation tests/examination (SAT, ACT, related state test/exam,  etc) are fraudulent and solely design to make sure whites overflow universities and employment or workforce.

Under NO CHILD LEFT BEHIND ACT (2011) and related  Education Legislation, void of iota of doubts, URBAN, SUBURBAN, and MIXED URBAN SCHOOLS were created to turn out quality schools via qualitative teaching and learning but nationally this task is visible and predominantly realized in SUBURBAN SCHOOL (whites) and part of MIXED URBAN SCHOOL (whites).

The new role of AAAA, 21st and future centuries will be to adapt/adopt direct and practical participatory action under AAAA program will make URBAN (non-whites) and MIXED URBAN (non-whites) have same qualitative standards as the SUBURBAN and MIXED URBAN SCHOOLS(whites) thereby setting the stage rolling for all competiveness in education and employment.

These steps are major foundation  to facilitate competitiveness in access to  realization of standard and qualitative pre-k - 12  and when learners are made A/A+ with upbeat GPA thereafter  AFFIRMATIVE ACTION will be realized because the remaining race is simple because last race is limited to planting direct eyes on admission to colleges/universities. The operating legislation is open to enable the activities of AAAA and related advocates because soon as the standard and qualitative platform is realized and urban and mixed schools under this classification are able to match the suburban school standard then the right doors will be open.

The article (http://chronicle.com/article/Obama-Administration-Gives/130008/)   which Dr. Phillip C. Ofume and Associates are responding to is pleading the role and claimed marginalization of the American Association for Affirmative Action (AAAA) in the old concept and failed to see America's return to the ancient time and what AAAA will do to enforce affirmative action  initiative.



Dr. Phillip C. Ofume is one of the nominees for the President of AAAA 2012 and he looks confident that AAAA will undermine whatever be the decision of the activists (courts/judges).



This article failed to address policies and practices, pre-k-tertiary and how ethnicity, race, color, disability, gender, etc were made to be swept under the rug and unable to showcase the relevance of the purported  Supreme Court's  Brown v. Board of Education school vested in segregation practices instead of desegregation practices in majority of the schools in  present time school system. The cloud of segregation is not too dark for infant to see and uncover in urban and mixed urban school on first part and .suburban school on second part.



They  request underdogs in affirmative action contest  to seat back bench because time has come to address the problem physically and directly  inside and outside the congress , court, school, home, united nations,  etc. because if pleaded otherwise  nothing is going to happen in the court and congress other than eliminating affirmation action.  AAAA must walk up and become role player instead of fear of what court and judges would do and aligns with staked chance and mainatin  advisory role players who are fighting  to use dormant mechanics.


Realization of Affirmative Action with old measures is impossible under the national construction and activist strength of the US  Education, Congress , Courts, and Judges.  Internally and unofficially, the Congress is in control of the majority of the  courts and judges, so what do you expect, wait until they run over the initiative or reclaim your path to asserting Affirmative Action.



This initiative will enable AAAA see the impediment on the passage pre-K - tertiary institution and use available mechanism and acquired remedies to make affirmative action be realistic and  a practical activity to lead under privileged learners move to the top and also lead them through the labour market and realization because of step by step obstructions.



Past and present activities in urban and mixed urban schools (predominantly non-whites students)  with over 97% white teachers and administrators teaching and administering over 98% non-white students or learners are total contradiction, counter productive and  offset of realization of the mandate of Affirmative Action because the past and present fail to create  passage for all to universities and colleges.  Education Act (NO CHILD LEFT BEHIND ACT - 2011) and other legislation are here and there cosmetically decorative and under or minimally  utilized in urban and mixed urban schools.



Admission to colleges and universities are strained and highly fraudulent to give majority of the admission to whites.  For example, see the obstructive elements, pre-k through tertiary level such as matriculation test/examination (SAT, ACT, related state test/examination, etc).



If AAAA becomes producers of teachers, school administrators, education policies and practices developers, thereafter,  SAT, ACT, related state test/examination, etc will not do what they are doing now because,  restating that these bodies are created to expand the chances of whites to universities and  become educated and controller and occupants of the workforce.
Mockerily, testing is by erassable pencils and permanent ink is not used to maintain the status of given answers of candidates, neither is the information techniques used exempt from similar fraudulent practices. Across the US in mixed urban school, teachers' secrets were exposed when they advanced their fraudulence in profiling scores to students on basis of race, color, ethnicity, religion, etc.



 System of over 98% of white  teachers and administrators in urban, mixed urban and suburban schools is to keep these activities TOP SECRET. Majority of the inspectors and secretaries of education are whites and they close their eyes to the hardship non-whites undergo through teachers/administrators' made  dropout from school.  AAAA efforts must be focused on retention in all these levels and end result will be realization of Affirmative Action. There is no impact and the impact is irrelevant if one non-white becomes secretary/inspector of education.



 In these schools standards are lost and soon as standards are no more, therefore passage to greater point and realization of affirmative action are lost. Across the United States, the position of the sitting government is not supportive of desegregation policies and practices, because the trend now is that whites are in one side (suburban schools) and non-whites are in another side (urban and part of mixed urban schools} .



Worst part is that because of the possibility of eventual competitiveness in workforce or labor market majority of the whites teachers and administrators  internalize their thought of providing education for success and prefer to view the labormarket  as stage of competition. The reboost thought is not less than efforts to instigate disengagement from school to ease future competitiveness in labor market.
