EDGE OF THE PRESIDENCY OF DR. PHILLIP
CHUKWUMA OFUME 2015: BRUSSELS DECLARATION 2013 ON NIGRIAN EFFECTIVE WORKFORCE,
RIGHT TO STRIKE AND NEW LABOR UNION ORDER
Brussels,
August 7, 2013
Action of
this Conference is appropriate and taken because of the homeland, economic, social
and other securities of Nigeria and Nigerians
void of prejudice and that there is no part of the declaration that will
prejudice the labor, workers and entrepreneurs of Nigeria.
The
Conference declared that Nigeria has lost several billions of naira on labor strikes or unrest and that irrespective of all these strikes,
the conditions of workers across Nigeria have remained worst and worst because the
work and effort of the labor union or congress are based on personal political,
religion, ethnic, economic, social and other self-acclaimed interests which are
also personalized in detriment of Nigeria and people of Nigeria in both ancient
and modern times.
The
Conference declared that under Dr. Phillip Chukwuma Ofume’s government, the
present highly politicized and moneyed labor union or congress will be outlawed
and integrated and must function under Independent
National
Fair Labor Force & Services Department with its own annual budget (Arbitration, Mediation and Conflict
Management and Resolution Council ) under the 5th Tier

) with full administrative right to
appeals any decision issued by the department on any labor issues. During these lawsuits, workers must be working
as usual and emergency plan will be put in place to relief workers of any
conditions which are subject to emergency pending determination of the
lawsuits.
The
conference declared and affirmed that the mainstream labor union or congress
and student union will be integrated accordingly with full executive power at the
LGA, state and federal levels to file, advance and defend bills like any
lawmaker.
The
Conference declared and blamed the government of Nigeria for not outlawing labor union or congress and
allowed them to cause Nigeria and Nigerians heavy economic waste, year after
year and also the so called unions have not changed anything on the conditions
of workers and their families.
The
Conference declared and blamed the government of Nigeria that the Police, Army, Custom & Excise, Teachers,
Doctors & Nurses, Factory Workers, several
Corporate personnel, etc are poor and have no good salaries to contain the
revolving economic flow vis-à-vis inflationary mobile and workers’ means of
livelihood (food, clothes, mortgage, rent, further education and training, etc).
The
Conference declared and blamed and
called the government of Nigeria, several senators, presidents, governors, etc criminals
for failing to invest the huge revenue
of Nigeria on Nigerians and Nigeria and in bad alternative measure, they have looted
and repatriated this revenue oversea and wasted the leftover on purchasing over
350 jet planes, and variously parked inside and outside Nigeria and business
investments oversea.
Each
departments within and without the principal departments and ministries will
have the right to originate or commence any labor dispute complaint to unearth
its interest and pending determination of the department and court proceedings
they will have the rights to apply for emergency assistance to better the
conditions of the victim workers.
The
conference declared and affirmed that today the 7th day of August
2013 is a remarkable day in the history
of effective labor and laborforce and labor arbitration, mediation and conflict
management and resolution for upbeat profit and wellbeing of workers and employers
of labor.
In boosting
the ego of this declaration Dr. Ofume and the Conference recognized Mr. Adam
Smith and his labor theory of Division of Labor as matchless effective labor
force arbitration, mediation and conflict management and resolution for high
profit and boost of workers and employers of labor.
During Dr. Ofume’s government effective labor
force arbitration, mediation and conflict management and resolution will be
handled by experts within the professional and academic expertise in human,
economic, social and constitutional rights of the workers and employers.
During Dr.
Ofume’s government a five or ten-year economic, labor, inflation and related
advanced monitor will be established to adequately compute the costs of goods
and services of the means of livelihood and wages in order to prevent poverty
encroachment without notice to the planners of the economies of Nigeria.
The
conference charged the government of Nigeria and over $400million direct and
indirect daily income of Nigeria and the unpardonable reason why children have
no excellent infrastructure in schools, free school buses, meals, books, and
other school supplies; Elementary and Secondary Education
students living over half-mile must be transported to school gratis; workers who
want personal home and car must be approved for subsidized pay/owe mortgage for
single home or high rise pay and owe per 1,2,3,4, 5 and 6 bedroom-apartment complex
and pay and owe car; etc.
Under $400million
direct and indirect daily income of Nigeria, the conference declared, charged and
blamed the government of Nigeria for allowing Nigerians to be transported with
motorcycles (“okada”) and that within one year of Dr. Ofume’s election there
will be LGA, State and Federal mass public transit transportation system to
remove 100% of the “Okada” in all Nigerian roads and streets.
The
Conference declared and charged the government of Nigeria for failing to provide
fund for high or tertiary institutions to float campus shuttles or bus system. The
Conference declared that there must be shuttles of students from about 25 miles
from the institutions and affordable subsidized high-rise and other housing
program for students and also grant full waiver of housing and transportation costs
for all poor students within state and federal poverty levels.
In the
interest of the national homeland security in terms of social and economic
opportunities of workers and the entrepreneurs, there is need for division of
the legislative body in the management of labor, workers and employers because
centralization of the sectors of labor as a unite negotiating entity impoverishes
the workers, Nigeria and under-develops the economies of Nigeria.
In the
computation of days, and months of strikes and the profit lost on strike, are
over 96% waste on what would have been used to better the life of workers and
their families if taken under Independent
National
Fair Labor Force & Services Department
Therefore
under these politicized and moneyed callous activites which pump heavy personal
profit into the pocket of the labor union masters who ignore the conditions of
workers, their families and Nigeria and Nigerians continue to remain worst and
works. For the government is awake when the labor unions were lobbied by the
oil/gas companies to end the oil/gas subsidy removal protest and the removal
stands at the detriment of poor Nigerians; lobbied to end all academic and
related strike and the conditions of academic and non-academic staffs have
remained worst and worts.
The
conference declared strong division and
separation of labor sector by sector with the sectoral fundamental labor rights to appear before the Independent National
Fair Labor Force & Services Department (Arbitration, Mediation and Conflict
Management and Resolution Council) to
use the particular social and economic trend of the nation based on costs of
livelihood and inflation to determine jump on wages. No domestic and foreign entrepreneurs
in the range of small and big businesses will increase the prices of goods and
services without approval of the the Independent
National Fair Labor Force & Services
Department.
