AMERICAN NATIONAL
ACADEMY FOR FOSTER, ADOPTIVE AND ORPHAN CHILDREN (NAFOC)
MISSION
All adoptive,
foster and orphan child(ren) must be outside the Department of Children and
Families or Department of Social Services (DCF or DSS) and related organization
or agency.
Under LIMPT, INC.
et al (NAFOC) collaborations across the United States, foster, adoption and
orphanage programs will be institutionalized and made zonal academy where all
children in minor, medium and high needs, care and protection are placed for
short period of time and some cases longer time but not more than two years
based on needs and they will be returned to nuclear parents/family or extended
family.
No foster, adoptive
and orphan child(ren) will be given to stranger who are not members of these
families. On before the return to parents or extended
families, parents or extended families will be granted unlimited visiting
rights to their children (brothers, nephews, sisters and nices) and also
participate ceremonially during the short stay.
NAFOC has designed
a new humane and institutionalized techniques to put together plans and
programs such as boarding housing, education (pre-K-12), safety, care,
protection and return to nuclear parents or extended families.
The maximum stay
before returning to parents or extended families is two (2) years for children
facing severe forms of barrier and need.
NAFOC is strategic
child observatory, educational (pre-k – 12),
and reconstruction program, full care and protection structure in
practical terms temporarily works on child to child victim diverse barriers, needs and return the child to his/her Nuclear Parents
or Extended Families.
PETITION BY INVESTIGATIVE INQUIRY: U.S. DCF/DSS
In the United
States, the operating governmental
programs by the Department of Social Services
or Children and Families (DSS or DCF) and related non-governmental organization dealing with foster, adoption and
orphanage programs are dubious and threat to American nuclear parents and
families and extended parents/families, foreign and migrant parents/families
and their extended parents/families; experts; investors; professionals; constitution and democratic institution of
America; etc. Several children in need
and with barriers which require education, care and protection are not seized and taken into its custody by the
DCF/DSS.
JURISDICTION AND SECURITY OF CHILD'S
RIGHTS
The children in the
custody of DCF/DSS and its clients across the United States are Americans and
non-American. NAFOC is a comprehensive
replacement of the services of the Department of Children and Families or
Social Services (DCF or DSS) across the United States because the services of
the DSS or DCF outrageously and severely infringe upon the entire rights of
American/non-American children in
DCF/DSS custody or its clients’ custody. Conducts of these keepers disregard
1st and 4th Amendments of the Constitution and Bill of Rights of the United
States; the League of Nations
Declaration of 1924; United Nations’ Declaration of the Rights of the Child (1959);
U.S. Congress on Children’s
Rights ( International and National Laws and Practices - see U.S. Congress Law
Library); UN Convention on the Rights of the Child (1989); the Universal
Declaration of Human Rights (UDHR - 1948); International Bill of Human Rights (
intersecting UNDHR OF 1948);
International Covenant on Economic, Social and Cultural Rights, and the
International Covenant on Civil and Political Rights (1966); etc.
NAFOC reviewed the legislative efforts
of over 221 countries and found where they pitch their efforts but child must
be respected and secured if host country desires to see safe and livable
country in the future because children determine future generation.
CARE, PROTECTION AND RE-UNIFICATION
In this academy,
NAFOC researched and investigated the rights of
father and mother and their child(ren) in the nuclear family and
adult(s) and their child(ren) in the extended families and designed lineage
care, unification with NAFOC and re-unification with parents or extended families plan. In several NAFOC
studies more children are smarter,
talented, intelligent, law abiding, humble and brilliant if they are raised in their
nuclear and extended families. In NAFOC PROJECT if the nuclear family cannot
achieve this goal, extended family will achieve it. A stranger called guardians
by the DCF/DSS in major part cannot make achieve it because they see the
Child(ren) as stranger and sellable economic property.
Americans must come
back to reality and start retracting her nuclear and extended family system or
culture and civilization. Additionally,
NAFOC carefully researched and investigated U.S. domestic laws,
lawmakers' personal mindset and their parental hereditary history, public
policies and practices that affect child(ren)'s development, education, health,
longevity welfare, creation of barriers, needs, ugly impact of DCF/DSS and
juvenile justice which are based on politics of bloc and activism. US Juvenile
Justice has created more harm as DCF/DSS and along this foothold, children victim are placed in more and more
harm way as they go along with the garment which the Juvenile Justice wore
them.
Mistreatment
conducts and other barbarous policies and practices of the DCF/DSS and their intended
guardians in custody towards innocent children are worse than Roman Empire's
policies and practices
taken from the barbarous origin and primitive character [(See Table VI, Law I,
II and III. S.P. Scott, The Civil Law, Vol. XII, 64-65 (The Central Trust
Company 1932)] which returnable in the United States in distraction of the Rights and Freedoms of the Child and Parents and
extended families.
URGENCY OF
INSTITUTIONALIZATION OF CARE AND PROTECTION
Institutionalization
of the foster, adoption and orphanage programs is urgent because of the harm created
by DCF or DSS around the American and foreign nuclear parents, extended
families and and their children's education, care, safety and protection across
the United States.
The reason foreign
investors, immigrants, families, experts and professionals are scared is
because DCF/DSS programs are similar to permanent abduction and disappearance
of loved child(ren) into the hands of strangers and criminal profiteers.
Institutionalized
Temporary Program of child(ren)’s
education, care, safety, custody and reunification with the nuclear and
extended families is made up of teaching and learning curriculum pre-k-12 and also
encompasses but unlimited to child's
focus and refocus plan; major
formal and informal course syllabus k-12; child development to better
adult; interactive educational career with
strategic formal and informal teaching and learning courses to move the child
to greater normal behavioral level; healthy care and protection environment through good meal and
happiness creation tools; techniques preparatory plan for reunification with
nuclear or extended families
NAFOC FURTHER INTERVENTIONARY PROGRAM
NAFOC is non-governmental, non-profit and
non-political subdivision of LIMPT, INC.
Internal bid-in-assignment made NAFOC a Division of LIMPT, INC. It’s mandate is a direct replacement of the services of the
Department of Children and Families or Social Services (DCF or DSS) across the
United States.
DCF/DSS serves
child adopters and peddlers. NAFOC is
educational institution with tools to make child become useful to his/her
parents, family and society in general. Educational program of NAFOC is formally and informally interactive, pre-k -12. The program encompasses but
unlimited to unified, general and per tete curricula; guidance/counseling;
teaching/learning methodologies; interactive
teaching and learning, focus reconstruction of child of victim of barriers,
needs and return to nuclear parents or
extended families.
Under National
Class Action Project (PANC), NAFOC will lead Parents or Extended families
DCF/DSS to render child to child account of several missing children, rely on
legal process to compel those holding custody to restate custody or return removed children, brothers and sisters and
other action since the birth of DCF or DSS in the United States to parents or
extended families. No government and its agencies and private entity have the
rights to engage in monetize and other forms of slave trade or sell of children
under the auspice or pretenses of
adoption and foster care and protection.
Institutionalization
of the Foster, Adoption and Orphanage programs in the United States is long
awaited by parents and families because of the harm created by DCF/DSS on parents/families including problem of unknown destination
of their children. Majority of the
children removed by the DCF/DSS loss focus of their Development, Education, Care, Protection, and Safety and their nuclear
family and extended families are unable to render account because of lack
information and contact.
The moneyed and
self-centered activities of the DSS or DCF are scaring and steer psychological fear on American and foreign
parents and families, investors,
experts, migrant parents and families,
diminish the position of America on child(ren)’s Development, Education, Care, Protection, and Safety globally.
Majority of the
programs of the DCF or DSS and other non-governmental foster, adoption and
orphanage organization are forcible abduction and the client granted custody
unlawfully apply full ownership of the child(ren) immediately and possession status of the
children, such as change their names, birth information and other natal
particulars and seal/blind the gap
between parents and child with disappearance tactics to make such nuclear
parents and extended families will not see, meet and recognize their children,
brothers and sisters including their heritage.
U.S. DSS/DCF: REASON FOR SEIZING CHILDREN SUMMARIZED
DSS/DCF and hate
groups across the United States, sponsor sanctions (education, training,
employment, housing and other social services, utilities, and other means of
livelihood) against targeted parents and families to accuse them of care and
protection deficiency such as NOT ABLE TO PROVIDE FOR THEIR CHILDREN AND
FAMILIES in order to create path to seize and remove targeted child(ren).
Under bloc and personal hate politics and other
connecting forms of hate, lobbied, influenced and associating lawmakers make
laws that would support the action of the DCF/DSS and hate groups to facilitate
seizure and removal of child(ren) into destructive adoptive, foster and orphan
programs where the child(ren) will lose their education and/or be eliminated
and vanish forever from the eyes of their nuclear parents and extended
families.
In the United
States they are child peddlers who pay DCF/DSS's staff to allocate over twenty
(20) adoptive, foster and orphan children to them to make money out of them and
as result create heaven on earth. In process of imposing sanction on parents
and families to seize their children, these peddlers and DCF/DSS influence
providers of education, training, employment, housing and other social
services, utilities, and other means of livelihood. Soon as the child(ren) is
removed within few days, the services will be normalized, increased and
returned to the child(ren) and the person holding custody of the child(ren).
Because these services were sanctioned nuclear parents were accused of failure
of parental responsibility of NOT ABLE TO PROVIDE FOR THEIR CHILDREN AND
FAMILIES.
Month to month,
they draw heavy child benefits and build empires. The child(ren) in their
custody are starved and fed with expired food from the food bank and some of
the foods are can food and other junk
food. Some heartless peddlers keep celebrity dogs and other pets and organize
expensive birth day and wedding for these animals whereas the children are
starved and failed to allow them get education because with education they will
ask for their rights and escape from the custody. Some observers confessed that
they usually drug children under their care with sleeping and other pills to
make them sleep and miss one or two meals. Two or one meals several times a
week are good savings for these heartless peddlers. Also several of these child
merchants hardly buy clothes and shoes for the children they keep. Majority of
these peddlers (including DSS/DCF) get
used shoes and clothes from the thrift and other used clothes/shoes stores.
Children out of care, confessed that their keepers make them sleep and
after they had slept, they go to best hotels/restaurants to eat and buy
takeaway which they discover in their trash beams and leftover which they keep
in the refrigerator for their pets. When
they wake they force them to eat cold junk food which makes them vomit and sick from time to time. They
prevent them from telling the pharmacists and doctors what make them vomit.
Child peddlers are very rich because of
several dubious businesses surrounding these activities. Apart from the mass
wealth got from child support, alimony, child benefits, child tax, etc bigger
money is got from the secret part of the business such as tactical murder of
the child and sale of the body parts of the child to rich people waiting for
lever transplant and other surgeries. Anonymous confession in Canada revealed
that one lever could be purchased for not less than $800,000.00 (CAD).
"DSS or DCF is child merchant in secret
and moneyed collaborations with christian and other child adoption agencies to
seize innocent and good children from parents and sell them to foster kid intl
and other child adopters purpose of organ commercialization, slavery, child
abuse, child/other benefits, etc" (Mike Klan 3.2.2006)
2011 sample focus
case of NAFOC in the United States is a "family of ten (two parents and
eight children - names and some other information reserved)." This family is talented, smart, gifted,
brilliant, A/A+ in schools, medical report fitness is 100%, longevity history
of the extended family members who died by natural cause, is over 103 years.
DCF/DSS and the housing agencies or some of the US domestic child peddlers
presented several documents in form of release to donate body parts; sign life
insurance program; Christian god father/mother power of custody; etc. When this family refused to
sign these documents, DCF/DSS, court, housing agencies and other child peddlers
created fast eviction process and removed the children and few hours after the
forcible removal and filing petition for custody with the Juvenile Court order,
DCF/DSS shared the children into the care and custody of child peddlers in
distance places and deleted the addresses of the distance placement.
Teachers, mounted
School Guidance/Counslor, Police and Nurse virtue of hate and other trivial
concerns and interests may write damaging incident reports and forward copies
to Physicians and DCF/DSS. Several physicians and DCF/DSS staff are activists
and political partisan and without fault recommend mental care and protection
on a normal child. Swiftly, without investigation, court order, DCF/DSS will classify the child as a child in
need of urgent care and protection and move into the family to seize the child
and transfer him/her to unknown destination.
In the neighborhood
and school hate associated with ethnicity, racial hate, creed, jealous and
other animosity may result to frivolous or fictitious complaint and other reporting which are made
in form of domestic violence, harassment, bullying, spanking and other
abuses. Without investigation and court process/proceedings,
DCF/DSS will draft police into the family and seize the children in the household and disperse
the children into hands of awaiting adoption applicants.
In the school,
neighborhood and community, under person to person hate incidents are sent to
DCF/DSS by anonymous letter, telephone, etc. Without investigation, DCF/DSS
will remove a child and swiftly file petition for custody in Juvenile Court
based on race, color, and background of caller and complainant.
Lawyers /Attorneys
are tactically by persuasion imposed to represent parents of the child victim and DCF/DSS.
Reason for this imposition is to create secret association line to make both
attorneys/lawyers work together to disadvantage parents and find path to place
the child in foster and adoption program which is stranger to nuclear and
extended families. DCF/DSS will assist the person holding custody of the child
to secretly change the particulars of the child victim immediately and lobby
service providers to provide services that were sanction and move further plead
additional services all of which were not provided to the child and his/her
parents.
In Custody case,
working and wealthy parents and families are impoverished during several years
of child custody litigation and before the end of the case, child victim would
have become mature adult and unable to retract or recognize his/her place of
origin, parents, siblings and extended families because some dubious people who
take custody from the DCF/DSS within days of custody, change the name and other
birth particulars, social security number,
relocate to distance address or oversea, sanction upto one penny in
child's pocket, block freedom of association with co-tenant and neighborhood,
registration in distance school and outside neighborhood schools, etc
Heartlessly, under
politics of bloc, DCF/DSS places smart, talented, gifted, A/A+/B+ children in
custody of illiterate or less educated people to make the children loss their
educational career. Several kids were placed in custody of people who use them
for child labor to make them forfeit their education as they continue to
collect the benefits of the child.
DCF/DSS has lobbied teachers and used blackmail to influence teachers to
under mark/score the child victim to trigger disengagement from school. DCF/DSS
has used people having custody of the child to create diversionary programs
including harassment and bullying to
force child victim to dropout from
school. For example, DCF/DSS has placed this category of students in custody of
non-English speaking guardian who operates non-English speaking church. In
addition to requesting the school bus to pickup this child late to make the
child miss two or one course each day, soon as the child comes back from school
the guardian will force the child to go to the non-English speaking church and
the child will remain there up to 10.00 pm and soon as they arrive from the
church, they will force the child to go to sleep without doing her school and homework and other school assignments.
Mandate of the
DSS or DCF is widely circulated and it declared that,
“ Individuals and families that adopt through The Department
of Children and Families come from all walks of life. You do not have to have a
specific education or background.”
Overtly, DCF/DSS is
an agency empowered by state and federal
laws to implement varieties of social services but more identified with the
activities of forcible seizing and removal of children and process leading to
permanent forfeiture of the child during adoption which is in greater part outright
sale of the child. Also covertly it is a political entity designed to destroy
targeted political, racial and ethnic bloc and most affected are
parents/families and their children that are smart, talented, gifted and
earning A/A+/B+ in school and in majorly in political bloc strand.
Several unhealthy children
with barriers which require help are not removed because these children will
exhaust their personal profits and will not sustain any competition in
different sectors of the operating economies and in adoption/foster/orphan
destination will not be lucrative.
NUCLEAR PARENTS AND EXTENDED FAMILIES - CHILD REMOVAL ENDLESS TEARS,
MOURNING AND PAINS
Nuclear and extended families know that the
removal of their children, brothers, nephew/nice, sisters is to “the land of no
return” and that their loved ones are gone forever. Mothers’ pains during
pregnancy and child birth of the child are most felt and remembered during
removal.
Under national and
international collaboration, American and Immigrant/Migrant nuclear parents and
families and their extended families will
no longer face the dreadful pains and mourning felt during and after the forcible removal of their
loved children without hope to see them again because the unknown child merchants
take these children forever and upon removal
swiftly they change child’s names,
birth certificates, sometimes use plastic surgery to change some of
their natural features, change jurisdiction several times to distance place
where the parents cannot find them.
In course of this
work in the United States of America, project researchers and investigators
found two forms of mourning,
1. physical death of loved one by natural cause, accident and other causes AND;
2. forcible takeaway or removal of parents’
child(ren) into foster, adoption and orphanage conditions by the Department of
Social Services (DSS) or Department of Children and Families (DCF) because the
journey is similar to death.
HISTORICAL POINT OF DEPARTURE AND
ARRIVAL
Under international
collaboration, this project started mid-1960s to stop child spankling in old
British Christian Colonial Elementary and Secondary School System. In 1970s in
France, during Dr. Phillip Chukwuma Ofume and Associates' work on Educational
Anthropology and Ethnology and Labour Science (particularly strength of parents
at home, workplace and education/care of the child inside/outside school) and
review of Christian Colonial Archives they gathered more information on how to
raise untortured, smart, brilliant, and talented child. Some of the dates of
the initial Order for Release are,
Halifax, Canada 02/16/1999 and Re-mastered: Boston, USA 08/20/2008.
Takeover by LIMPT, INC. (EDUCATION AND WORKFORCE PROJECT)
of the entire child care and protection work and services of the Department of
Social Services or Department of Children and Families in the United States is
not measure which is unexpected by parents; extended families, foreign
migrants, parents, families, experts, investors and governments of
America.
ENTRY POINT
ACADEMIC AND NON-ACADEMIC STAFF OF THE ACADEMY
Associate researching, investigating and reviewing Non-governmental organizations are LIMPT,
INC. and International Human Rights Research Group, Council
and Associates (IHRRG/IHRRC/ASSOCIATES) in part outstanding in the art
of developing and raising exemplary and matchless smart and talented child(ren), developing curricula relating to uncovering barriers and
post-barrier needs. This system of experts and specialists is also in charge of
American National Academy for Decongestion of Prison and Education of
Prisoners.
In addition to some
of the under-listed, academic administrative and management staff must have
doctorate or equivalent and graduate study and research qualifications and over
ten (10) years experience as pre-requisite to join the administrative and
management levels of the academy. All academic administrative and management
staff must attend two months program training before he/her will be confirmed
to intended position.
COSTS ACTION-STEP STATISTICS AND
ANALYSIS
NAFOC is non-profit and non-governmental institution. It will
be funded by donation, non-profit corporation grant/loan, design funding
proposals, and tax deductible fundraising. Will not seek fund from political
and related organizations. It will collaborate with other non-profit and
non-political organization to raise fund.
