AMERICA AND NIGERIA: FOREIGN AND DOMESTIC RELATIONSHIPS (PART 1)

This serialized article to be divided into parts to deal with vertical and horizontal relationships such as
various parts of governmental, non-governmental, private and related relationship (habitat, education, work permit, employment, driver's licence/transportation, security, immigration, freedom of movement and association, etc, .

 Part 1 below deals with introduction to habitat because this foundation of all parts of transition and integration into a country.


America has no respect for Nigerians and the contrary is observed in Nigeria. Lack of respect for Nigerians is blamed on the government of Nigeria and its foreign actors. Some lay nigerians talk about small and irrelevant issue such "419" and failed to review the politics of fear and corruption in nigerian leaders and politicians. 1914- present,  less than 3% of the crimes committed by americans and other foreigners were investigated or charged (see Government of Nigeria v. U.S. Vice-President, Dick Cheney et al; murder of MKO Abiola and his Wife, Ken Saro Wiwa and 8 Ogonis; Dele Giwa, etc;).  

 Majority of  Nigeria's  Ambassadors sent to America is more petite than a puppet and failed to read Vienna Convention on Diplomatic Immunity. Contrarily, Ambassadors of America to Nigeria act in the spirit of this Convention
ratified and signed or not. These ambassadors know the weight of heinous and dehumanizing  human rights violation carried out with impunity
against nigerians in America.

HUD & Co. (SEC. 8) AND THEIR OUTSTANDING DELINQUENCY:  BRIBERY,
DISCRIMINATION, MISMANAGEMENT AND  CORRUPTION

FUNDING AS HANDICAP FOR HUD & co. is opportunistic statement and off-
point opinion or incorrect and opinion of the whites (and related
color) with status of recipients and applicants. It is selfish
statement to get more and more better and luxurious housing as other
Americans or colors and race continue to suffer under homelessness and
poor or inhabitable housing.


Whites opinion is fund base because majority of them get the best
subsidized family and other housing (well furnished and prestigious
housing, non-urban or crime free area, good school, etc).


After all whites have been granted, within non-whites communities,
some applicants in Hispanic community are selected and granted because
whites use Hispanic people as indentured servants or slaves and bull
to impoverish, and unemploy blacks and other colors without thinking
about future or retributive consequence of their action.



Blacks, Arabs, Asians, and other non-whites are severally denied. Most
targeted under these exclusion and marginality practices are educated
and non-moderate Blacks, Arabs, Asians, etc.


HAP and other sec. 8 subsidized housing providers  have several vacant
family and other apartments but refused to grant them because of their
color, race, religion, etc. and the fund to provide subsidized housing
for non-whites are diverted to expand better and luxurious subsidized
housing for the whites.



What's on point or correct and responsible for the failure of HUD is
BRIBERY, DISCRIMINATION, MISMANAGEMENT AND  CORRUPTION. HUD is unfit
to provide section 8 under the Commonwealth and multicultural
federation of the United States.



HUD and its agents must be layoff and a transparent providers be
established, community by community basis path to provide housing
under this section (8) for their own people.



These community by community providers maybe housed in a single
representative functional office complex with internal inter-community
sub-division to provide section 8 service for their own community.




As color, race, unemployment  and other imposed conditions continue to
act as handicap for the blacks and other non-whites, several families
within these excluded and marginalized communities and families have
no eco-clout to lobby HUD and its agents.



Now comes a piece and worst piece of several non-white families in
part that pleaded stay disclosure of their particulars. For example,
HUD is aware that the Ofume family (Black and family size is 9) has
severally filled and filed applications for family housing under
section 8 and for over six years in Massachusetts, Virginia, and
Washington, D.C.  the family has been drifting from  homelessness to
homelessness. In these states HUD and its agents have been used to
remove and destroy some of the Ofume's applications but the family
continues to refill and refile the applications.




First come first serve popular wisdom is void and practically breached
and inexistence. Publishers found that before an applicant could be
granted and located to housing under sec. 8 he/she must get approval
from the locators or be recommended by HUD's executives and question/
answer of time stayed in the awaiting list is irrelevant. Several
whites are proud to claim the illegality that they got section 8
housing within one month sequel their application.



Issue in the side of the contest is that majority of the whites do not
offer money to get sec. 8 unless 72 hours application for sec. 8
housing specially reserved for certain whites. Selected others (non-
whites) must have $2500.00 - $3000.00 to move his/her files upward to
the tables of the  strong men/women of HUD and its agents.
During this investigation, several families volunteered to speak off
record. Ofume family consented to release of its name. Under abuse of
first come first serve rules, the family's application has remain
unattended for over six (6) years.




In part starting from 2006 under assigned case workers or Public
Housing Agencies and financiers such as, Massachusetts Department of
Transitional Assistance (DTA), Metropolitan Boston Housing Partnership
(MBHP), etc several family housing  applications were filled and filed
with the Public Housing Agencies in Lynn, Boston, Salem, Peabody,
Andover, Malden, Worcester, etc.



As the above named Public Housing Agencies continue to issue housing
on basis of color and race and moneyed lobby, in 2009 the Ofume family
expanded its sec. 8 application to Virginia, and Washington, DC. but
HUD and its system have extensively discriminated them and the public
housing agencies that have engaged in this senseless discrimination
have been rewarded and continued to receive FHA, HUD,  HAP, and other
monies.



            EXCELLENT FAMILY & BRIEF PROFILE
Under U.S. and international ranking, the Ofume family (Dr. Phillip
Chukwuma Ofume, Mrs. Maureen Ngozi Ofume and their seven children) is
one of the excellent families. The Ofume family is Member of The
Church of Jesus Christ of Latter-day Saints. Ofume family  do not
smoke, drink alcohol, use drug and other disruptive substances, fight
or action which causes danger to life and property, etc. Owner of 8
Edwin Ford Court, Bedford Nova Scotia Canada B4A 4B6 (best place to
live in Canada). Owner of several properties in Nigeria. Coordinator
of LIMPT, INC. (One of the best eduction projects in the U.S.).
Children are smart/gifted/talented/honor/high honor/A/A+/B+. Parents
bid for the President of Nigeria and their opponents are some of the
lobbyist working HUD and its agents.




TENANT ADMISSION AND OCCUPANCY CRITERIA



On after October 1, 1981 U.S. Congress, HUD, FHA, LMSA, HAP, BBDA,
etc. without iota of misstep consented to the following,
" Tenant Admission and Occupancy Criteria
 Section 8 rental subsidies are provided to project owners on behalf
of families that are eligible low-income families at the time of their
admission by the project owners to the program. Under the Housing Act,
"low income families" are defined as those families whose annual
incomes do not exceed eighty percent (80%) of the median income for
the area in which the project is located, adjusted for family size, as
determined by HUD at least annually. Pursuant to the Housing Act, not
more than 25% of the units in an assisted mortgaged property may be
made available for occupancy by low income families other than "very
low income families" (as herein defined); except with respect to any
project in which such low income families occupied more than 25% of
the units in the affected project as of November 28, 1990. In
addition, the applicable HUD regulations prohibit, without prior HUD,
approval, the admission of any low-income family other than a very low-
income family to any project subject to a HAP Contract in effect on or
after October 1, 1981. A "very low income family" is defined as a
family whose annual income is at or below 50% of the median income of
the area in which the project is located, adjusted for family size.



 Under the Section 8 Program, tenant selection is regarded as the
responsibility of the owner of an assisted mortgaged property, subject
to compliance by such owner with the applicable income eligibility
criteria and certain occupancy requirements, including those
pertaining to projects designated for elderly and non-elderly disabled
families. In addition, applicable HUD regulations restrict the
availability of Section 8 assistance to citizens of the United States
and noncitizens of the United States who have achieved certain
eligible immigration status. Project owners are prohibited from
discriminating against applicants on the basis of family's status, as
well as race, sex, creed, religion, age or disability."



1981 - present, the good law and plan afore-cited have grandiosely
failed because of the foregoing malpractices and HUD and its agents
must be eliminated to allow community by community plan emerge to stop
the misappropriation of the COMMONWEALTH of the United States of
America.
