USAJOBS.GOV REFORM: GATEWAY TO REALIZATION OF PRESIDENT BARACK OBAMA’S JOBS AND COMPETITIVENESS

October 6, 2011

1.      Some of the best economic plans and programs, which  President Barack Obama and his government have expertly initiated  and put in place are JOBS and COMPETITIVENESS if the sole holder of the COMMONWEALTH OF AMERICA will not hijack and internally redesign the plans and programs as us usual for their own longstanding selfish interest.

2.        In part x-ray of these programs/plans shows that over two years ago, Publishers wrote a report on “credibility check” in hiring inside and expert/specialized jobs and salaries and in this report, they computed a rough estimate of the loss in cash and human resources which America suffer as result of the new definition of corruption and several other deficiencies plaguing jobs and deficient competitiveness domestically and internationally.

3.      If  expert and specialized labor force are diverted and not qualitatively conducted therefore competitiveness will be lower than NOTHING. This major reason why several low, medium and big industries of America and their emerging products are in the hands of foreign competitors and gradually disadvantaged American competitors including forcing them to be buyers, borrowers,  resellers of finished goods and services, etc.

4.        Several employers/employees within low, medium and high workforce platforms are there because of different forms of politics (color, race and political alliance and affiliation) and day to day no meaningful contribution to the employing sector and month to month money is wasted on salary and several other expenses.

5.       For purpose of ID Publishers decided to borrow polite phrase,  “credibility check” to replace “SHOW YOUR CREDENTIALS” to determine eligibility, qualification, specialization, expertise, measurement of intended input, salary,  etc. Under this cloud several billion dollars are suspected to be wasted in the process and the waste will be eliminated if adequately and equitably applied and enforced. Without, these check and balance, America industries (low, medium and big) will continue to be replaced by foreign competitors and sign of another downturn is without doubt clicking.

6.       Present government has done a great job to block this future danger but as mass majority of americans continues to throw support for this government, thus these are congress, representatives, governors and their lawmakers, mayors and their in-house lawmakers, corporate body and its deputies, etc. which believe that EVERYTHING in America must be conducted under race, color and politics.

7.       Americans somehow virtue of accident earned huge nation in the global union of nations with enormous geo-system, skill, natural and human resources, etc but in part it appears by “magic”  greater part of U.S. education and industry are operating below required maximum scale to waive emergency of the on-going  domestic and foreign underutilization erosion across American industries and under employing American industrial capacity because employers and employees are lower than set utilization point or target.

8.      Reliant upon this poor utilization of the vertical,  horizontal and crossbar  labor forces;  industry and education are severely underutilized and focused to meet intended target.  Across the United States, non-whites foreign and indigenous experts and specialists are minimally hired and few places where they are hired, they are dumped and under utilized. White experts and specialists copy their work and severally without sufficient knowledge of what they are copying.

9.       Unintelligently, across the walls of US academics and allied professions, non-whites lecturers and researchers  are in major part dumped forever on chair of ASSOCIATE PROFESSOR whereas white who entered the institutions after the non-white and without merit articles, papers, research, etc. is raised several steps up to the chair of Professors and non-white new in the faculty continue to match time constantly as associate professor.  Danger in this labor force conduct is that non-whites are terrified and decided to internalize or hide what they know and make their jobs for only source of means of livelihood for themselves and their families because of lack of motivation.  Several whites also found themselves in crossroad of doing nothing because their promotion is not qualitative and what they copied remain as dummy staff.

10.     In other job promotions same racist rules are applied. Sector to sector there are entry point vested in promotion tests/examinations for new and old employees. Publishers’ last point of call to conclude this investigative research and article is a hiring director (state, sector and person reserved) in the United States. He/she designed two forms of skill quiz (Publishers reviewed the level of the quiz to be  M.Sc.,  Introduction to Workplace and Staff Safety in Labour Science Course [(Production Industry) – Universite Jean-Moulin, Lyon III, France].

11.     Paragraph 10 above, usual and adjourning  horror in several US professional tests/examinations are that secretly, he/she gave the quiz to some staff to take home, answer the questions and return same to him/her whereas other staffs were forced to answer the skill quiz on the spot as he/she stood there and to collect the answer sheets. This type of conduct in major part of US workforce created the workforce of over 95% whites and whites’ abnormal control of AMERICA’ S COMMONWEALTH nationally.

AMERICA AND NIGERIA: FOREIGN AND DOMESTIC RELATIONSHIPS (PART 1)

AMERICA AND NIGERIA: FOREIGN AND DOMESTIC RELATIONSHIPS (PART 1)

October 1, 2011

This serialized article to be divided into parts to deal with vertical and horizontal relationships such as
various parts of governmental, non-governmental, private and related relationship (habitat, education, work permit, employment, driver's licence/transportation, security, immigration, freedom of movement and association, etc, .

Part 1 below deals with introduction to habitat because this foundation of all parts of transition and integration into a country.

America and major part of Americans in America have no respect for Nigerians in America and the contrary is observed in Nigeria. Lack of respect for Nigerians is blamed on the government of Nigeria and its foreign actors. Some lay nigerians talk about small and irrelevant issue such as "419" and failed to review the politics of fear and corruption in the mindset of  nigerian leaders and politicians. 1914- present,  less than 3% of the crimes committed by americans and other foreigners were investigated or charged (see Government of Nigeria v. U.S. Vice-President, Dick Cheney et al; murder of MKO Abiola and his Wife, Ken Saro Wiwa and 8 Ogonis; Dele Giwa, etc;).

Majority of  Nigeria's  Ambassadors sent to America is more petite than a puppet and failed to read Vienna Convention on Diplomatic Immunity. Contrarily, Ambassadors of America to Nigeria act in the spirit of this Convention
ratified and signed or not. These ambassadors know the weight of heinous and dehumanizing  human rights violation carried out with impunity
against nigerians in America.

HUD & Co. (SEC. 8) AND THEIR OUTSTANDING DELINQUENCY:  BRIBERY,
DISCRIMINATION, MISMANAGEMENT AND  CORRUPTION

April 20, 2011

FUNDING AS HANDICAP FOR HUD & co. is opportunistic statement and off-
point opinion or incorrect and opinion of the whites (and related
color) with status of recipients and applicants. It is selfish
statement to get more and more better and luxurious housing as other
Americans or colors and race continue to suffer under homelessness and
poor or inhabitable housing.

Whites opinion is fund base because majority of them get the best
subsidized family and other housing (well furnished and prestigious
housing, non-urban or crime free area, good school, etc).

After all whites have been granted, within non-whites communities,
some applicants in Hispanic community are selected and granted because
whites use Hispanic people as indentured servants or slaves and bull
to impoverish, and unemploy blacks and other colors without thinking
about future or retributive consequence of their action.

Blacks, Arabs, Asians, and other non-whites are severally denied. Most
targeted under these exclusion and marginality practices are educated
and non-moderate Blacks, Arabs, Asians, etc.

HAP and other sec. 8 subsidized housing providers  have several vacant
family and other apartments but refused to grant them because of their
color, race, religion, etc. and the fund to provide subsidized housing
for non-whites are diverted to expand better and luxurious subsidized
housing for the whites.

What's on point or correct and responsible for the failure of HUD is
BRIBERY, DISCRIMINATION, MISMANAGEMENT AND  CORRUPTION. HUD is unfit
to provide section 8 under the Commonwealth and multicultural
federation of the United States.

HUD and its agents must be layoff and a transparent providers be
established, community by community basis path to provide housing
under this section (8) for their own people.

These community by community providers maybe housed in a single
representative functional office complex with internal inter-community
sub-division to provide section 8 service for their own community.

As color, race, unemployment  and other imposed conditions continue to
act as handicap for the blacks and other non-whites, several families
within these excluded and marginalized communities and families have
no eco-clout to lobby HUD and its agents.

Now comes a piece and worst piece of several non-white families in
part that pleaded stay disclosure of their particulars. For example,
HUD is aware that the Ofume family (Black and family size is 9) has
severally filled and filed applications for family housing under
section 8 and for over six years in Massachusetts, Virginia, and
Washington, D.C.  the family has been drifting from  homelessness to
homelessness. In these states HUD and its agents have been used to
remove and destroy some of the Ofume's applications but the family
continues to refill and refile the applications.

First come first serve popular wisdom is void and practically breached
and inexistence. Publishers found that before an applicant could be
granted and located to housing under sec. 8 he/she must get approval
from the locators or be recommended by HUD's executives and question/
answer of time stayed in the awaiting list is irrelevant. Several
whites are proud to claim the illegality that they got section 8
housing within one month sequel their application.

Issue in the side of the contest is that majority of the whites do not
offer money to get sec. 8 unless 72 hours application for sec. 8
housing specially reserved for certain whites. Selected others (non-
whites) must have $2500.00 - $3000.00 to move his/her files upward to
the tables of the  strong men/women of HUD and its agents.
During this investigation, several families volunteered to speak off
record. Ofume family consented to release of its name. Under abuse of
first come first serve rules, the family's application has remain
unattended for over six (6) years.

In part starting from 2006 under assigned case workers or Public
Housing Agencies and financiers such as, Massachusetts Department of
Transitional Assistance (DTA), Metropolitan Boston Housing Partnership
(MBHP), etc several family housing  applications were filled and filed
with the Public Housing Agencies in Lynn, Boston, Salem, Peabody,
Andover, Malden, Worcester, etc.

As the above named Public Housing Agencies continue to issue housing
on basis of color and race and moneyed lobby, in 2009 the Ofume family
expanded its sec. 8 application to Virginia, and Washington, DC. but
HUD and its system have extensively discriminated them and the public
housing agencies that have engaged in this senseless discrimination
have been rewarded and continued to receive FHA, HUD,  HAP, and other
monies.

            EXCELLENT FAMILY & BRIEF PROFILE
Under U.S. and international ranking, the Ofume family (Dr. Phillip
Chukwuma Ofume, Mrs. Maureen Ngozi Ofume and their seven children) is
one of the excellent families. The Ofume family is Member of The
Church of Jesus Christ of Latter-day Saints. Ofume family  do not
smoke, drink alcohol, use drug and other disruptive substances, fight
or action which causes danger to life and property, etc. Owner of 8
Edwin Ford Court, Bedford Nova Scotia Canada B4A 4B6 (best place to
live in Canada). Owner of several properties in Nigeria. Coordinator
of LIMPT, INC. (One of the best eduction projects in the U.S.).
Children are smart/gifted/talented/honor/high honor/A/A+/B+. Parents
bid for the President of Nigeria and their opponents are some of the
lobbyist working HUD and its agents.

TENANT ADMISSION AND OCCUPANCY CRITERIA

On after October 1, 1981 U.S. Congress, HUD, FHA, LMSA, HAP, BBDA,
etc. without iota of misstep consented to the following,
" Tenant Admission and Occupancy Criteria
Section 8 rental subsidies are provided to project owners on behalf
of families that are eligible low-income families at the time of their
admission by the project owners to the program. Under the Housing Act,
"low income families" are defined as those families whose annual
incomes do not exceed eighty percent (80%) of the median income for
the area in which the project is located, adjusted for family size, as
determined by HUD at least annually. Pursuant to the Housing Act, not
more than 25% of the units in an assisted mortgaged property may be
made available for occupancy by low income families other than "very
low income families" (as herein defined); except with respect to any
project in which such low income families occupied more than 25% of
the units in the affected project as of November 28, 1990. In
addition, the applicable HUD regulations prohibit, without prior HUD,
approval, the admission of any low-income family other than a very low-
income family to any project subject to a HAP Contract in effect on or
after October 1, 1981. A "very low income family" is defined as a
family whose annual income is at or below 50% of the median income of
the area in which the project is located, adjusted for family size.

Under the Section 8 Program, tenant selection is regarded as the
responsibility of the owner of an assisted mortgaged property, subject
to compliance by such owner with the applicable income eligibility
criteria and certain occupancy requirements, including those
pertaining to projects designated for elderly and non-elderly disabled
families. In addition, applicable HUD regulations restrict the
availability of Section 8 assistance to citizens of the United States
and noncitizens of the United States who have achieved certain
eligible immigration status. Project owners are prohibited from
discriminating against applicants on the basis of family's status, as
well as race, sex, creed, religion, age or disability."

1981 - present, the good law and plan afore-cited have grandiosely
failed because of the foregoing malpractices and HUD and its agents
must be eliminated to allow community by community plan emerge to stop
the misappropriation of the COMMONWEALTH of the United States of
America.

Publishers’  read  Mr. President’s  Independence Address (posted below) and we speak from the perception of what Nigeria will look like when Dr. Phillip Chukwuma Ofume will be elected President of Nigeria 2015.

Decorations in paragraphs 1 – 25 are mere social media twittering repetition and stylistic ego to paint a prayer band projection which cannot hit success without the key  facts which are  “ … government’s personal accountability to the people of Nigeria which requires education and jobs to answer the question of lack of  means of livelihood for the starving mass people of Nigeria. This target will be reached via dual expansion of small, medium, and big businesses (agriculture and its accessories as leaders of Nigeria’s industry)  to give jobs, food, and other better  life to nigerians including employable and able body Nigerians and expand Nigeria’s markets into Africa and world in general…Stay put on oil/gas in nature of hand to mouth, has under-developed Nigeria and people of Nigeria…”

…Under Dr. Ofume’s government, there will be dual (PUBLIC AND PRIVATE SECTORS) strategy in floating   small, medium, and big businesses (agriculture and its accessories as leaders of Nigeria’s industry) because Nigeria as she has been since 1914 majority of the private sector is out in full force  to destroy Nigeria and Nigerians... Private sector requires focus as to what to do and undo. Nigerian and foreign private sectors and politicians (including military rulers) are dangerous collaborators and have no mercy for people of Nigeria and society in general.

Military regime though Presidents Obasanjo  or new sitting commander-in-chief,  there is massive and uncontrolled looting because there is no structure in-place in Nigeria to stop looting and repatriation of the wealth of Nigeria.

VERY SHOCKING, in Nigeria, wife killed her husband because he ate part of a loaf of bread and horribly this bread cost N70.00 which was sold less than N0.50 in early 1980s.  Publishers rated N0.50 too costly then after reviewing the human and natural resources strength of Nigeria and her ability to feed Africa. These potentials are still there across Nigeria but under-utilized.

Paragraphs 25 – 43  entered into prepositional entreaties with as usual specifics like similar Presidents of Nigeria who mount on stage to list history of under development fixtures  in Nigeria without proffering solution to fix  it throughout term in office.

How would paragraphs 25 – 43 be realized without functional mines and power; communications, etc; end to looting; cooperation between education  and industry; effective monitoring and compliance; recall of nigerian experts and others; domestication and sufficiency of the lending power via oil, gas and other natural resources;  etc…

… Present and past, no President of Nigeria has ever asked question as to why electricity and other mines and power; communications, etc are sustaining  the economies of the west and others without break or outage…”  Electricity and other infrastructural deficiencies in Nigeria are manmade to under-develop Nigeria and people of Nigeria, force them into exile or trigger human exodus into slave labor designed to do indenture  labors which the west cannot do. Inside and outside Nigeria they are several Nigerians who are scientifically fit to fix the problem. This exodus is engineered to boost the economies of the old/new wests.

01/10/2011: ADDRESS TO THE NATION BY PRESIDENT GOODLUCK EBELE JONATHAN, GCFR, ON THE OCCASION OF NIGERIA'S 51STINDEPENDENCE ANNIVERSARY
1ST OCTOBER 2011
Fellow Compatriots,
1. On this day 51 years ago, the British Union Jack was lowered and replaced by our national Green-White-Green flag, heralding the independence of our nation. The 1st of October remains a special day for us, for Africa, and indeed the world.
2. As we celebrate today, we remember with pride, the nationalism and patriotism that inspired our founding fathers and the Nigerian people. They set aside their differences, to secure the unity and independence of our great country.
3. That is the Nigerian spirit! For the Nigerian spirit cannot be broken. We are a resilient nation, determined to chart a course, through the turbulent waters of nation building. The Nigerian spirit is vibrant today in the world.
4. Our citizens at home and abroad, are making their mark in all fields of human endeavor. These hard-working and committed Nigerians, remain a source of pride to us and a beacon of what is achievable, if we remain focused and determined.
5. I know that a great number of you are joining hands with me and the Administration, in the great task ahead.
6. I value all Nigerians. I see our youth who are looking for jobs and yet remain hopeful. I see the farmer, and fisherman, toiling everyday to earn a living. I see the teacher, working hard, to train our future generations, with much sacrifice. I see the market women whose entrepreneurial spirit helps to generate income for their children and families. I see our sportsmen and women training hard to bring glory to our nation.  I see our resilience and commitment, as a nation, to defend our democracy and secure our future.
7. I see every single profession and vocation, making positive contributions to national progress. I value you all!
8. Together, we shall work for a Nigeria in which democracy and the rule of law are sacrosanct.
A country where corruption and its attendant vices, are banished. A country where human life is sacred and respected, and where the rights of the individual are protected.
9. Nigeria is a young entity in the comity of nations and yet in her 51 years, she has made significant strides in making her presence felt all over the world. Our diplomatic and peacekeeping efforts, in various parts of the continent, have helped to end conflict and avert crises. In sustaining global security, our intervention has been crucial to peace, progress and democracy for the citizens of the affected countries.
10. The journey to nation hood always has its own challenges. Nigeria has had her own share. Our growing pains as a nation have included the civil war, the June 12 election crisis and restlessness in the Niger Delta. But Nigeria has always overcome each of these challenges. We overcame before. We will overcome yet again.
11. Today, as a nation, there is much for us to celebrate. We celebrate our diversity. We celebrate our entrepreneurial spirit.
12. We celebrate our resilience and ability to turn adversity into hope. We celebrate our culture. For the labours of our heroes past, shall never be in vain.
13. As your President, let me reassure all Nigerians that I remain resolutely committed to the ideals and dreams of our founding fathers. Let me also reassure Nigerians that I will strongly defend the peace and stability of our nation.
14. My administration will spare no effort in fighting crime, building peace, and securing our homeland against internal threats and infiltration by violent groups, from outside our borders.
15. We condemn all acts of violence and declare that such acts of mindless savagery shall not be allowed to define our country. We will not be deterred. Our resolve is strong.
16. I have put in place a new and reinvigorated national security strategy, to combat the threat to our safety. Yet, no matter what I do as your President and no matter what we do as your elected leaders, at all levels, the peace and security of our nation rest also on our collective efforts as citizens, in our various communities.
17. All leaders and citizens, in every community, must therefore make peace the number one priority of their daily routine.  This is because, without peace, no community can realize its objectives or achieve a happy and productive life for its members.
18. The current incidents of violence and terror, in parts of the country, will surely be overcome. We will secure the safety of our citizens for only when we do this, will we be able to build the needed peace and tranquility in all parts of the federation.
19. Securing our peace and stability will ensure economic growth and prosperity for all.
20. Since I assumed office, as the President of our great country, I have continued to focus my attention on the economy.  I have taken several measures to address structural weaknesses which stand between us and economic growth and prosperity for all.
21. We are growing our economy, to generate employment opportunities for our teeming youth and enhanced prosperity for every citizen. This remains the main focus of my administration.
22. In a few days time, I shall launch an innovative competition for our young entrepreneurs to come up with ways to expand their businesses, create more jobs, and sharpen their business skills.
23. Now, it is very clear that without fundamental reforms in the key sectors of our economy, we will not be able to fully unlock our potential as a nation. We must manage our resources more prudently and efficiently. We must provide stable electricity to our citizens to help drive economic activity.
24. I call on our political leaders to put aside partisan politics, for united action towards the advancement of our nation. We must build together.
25. Because of the measures we have taken on the economy, our GDP is today one of the fastest growing in Africa.  We are currently growing the economy at 7.8%. We expect to sustain an 8% growth rate and a better GDP in the medium term, on our journey towards realizing our Vision 20:2020 goal.
We shall strive to make this growth, job creating and inclusive.
26. Growth in agriculture and other non-oil sectors are crucial, to help diversify the economy and to generate much needed jobs. Agriculture remains one of the highest priorities in my government's Agenda for National Transformation. We have set out clear, agricultural, transformation action plans and policy measures, to achieve self-sufficiency in the production of rice, cassava, maize, sorghum and other staple foods.
27. Self-sufficiency in rice alone will save us the 356 Billion Naira that we currently spend annually importing rice. We will revamp the way we distribute fertilizers, taking government out of distribution of fertilizers.
28. We plan to reach 20 million farmers with private-sector distributed fertilizers over the next four years. We will improve the investment environment and incentives for the private sector across the agricultural value chains. Our agricultural transformation plan will generate 3.5 million jobs and an additional 20 million metric tons of food.
29. But we must all show pride in our farmers. We should eat what we produce. The increasing popularity of local products, like 'Ofada Rice', 'Badegi rice', and 'Abakaliki Rice', attest to the fact, that the populace will readily embrace locally grown produce.
30. We must also take pride in our scientists. This week, Nigeria released 8 new high yielding cocoa varieties. This will help to transform cocoa production, across the 14 cocoa producing states in the nation.
31. We have put in place implementable programmes to transform our Nation from an importer of petroleum products, to the regional  hub for exportation of value-added petroleum and petrochemical products. We are revamping existing refineries and building three new ones.
32. We are effectively supporting the private-sector led construction of world scale petrochemical and fertilizer plants. This will for the first time in our history, result in effective monetization of our abundant natural gas resources while at the same time, creating over a million jobs.
33. Our potential is huge.
We have the requisite market volume.
We have a youthful, energetic, and hardworking population.
The structural and managerial bottlenecks, that have obstructed our economic growth, are being addressed, to unleash the energy and potentials of this nation.
To achieve this, I am determined to ensure that Nigerians have reliable electricity. Our economy will grow faster, and our hard working small businesses will thrive, when we finally fix the power challenges we face. We are fast tracking power reforms, to improve the generation and distribution of electricity.
34. Already, we are beginning to do things differently. I believe that integrity, honour, patriotism, selfless service and fear of God, must be the hallmarks of leadership at all levels.
35. A nation is sustained by its institutions and systems. I have taken strong measures to improve on governance.  It is in this regard, that I signed into law, the Freedom of Information Act. I will further strengthen all institutions, to ensure greater transparency, probity, and accountability at all levels.
36. Last year, I promised to restore confidence in our electoral system and pledged to deliver free and fair elections. To achieve that, we initiated some electoral reforms and strengthened INEC and other related agencies.
37. As a result, our April 2011 general elections was adjudged by Nigerians and the international community as the most transparent and credible elections, ever conducted in our country. Indeed, post-election petitions reduced by over 50%.
38. Let me assure all Nigerians of my resolve to lead our nation into a safer, more peaceful, and prosperous future for our children.
39. For the time has come, to rise above ethnic and religious divisions;
The time has come, to unite against violence, in all its ramifications;
The time has come, to secure our peace, and unite against suffering, and deprivation;
40. I see a new Nigeria rising. A Nigeria, that is economically strong. A Nigeria, that takes its rightful place of leadership in the world. A Nigeria, that uses its diversity to reinforce its strength. A Nigeria, we all can be proud of.
41. This is the Nigeria we need and this is the Nigeria, we all must build.
42. As we celebrate today, let us resolve to build the Nigeria of our future.
43. I thank you.
God bless you all.
And God bless the Federal Republic of Nigeria.
