From workplace to home and public places, several people in America are lay  as to apportionment of the jurisdiction in government, leadership and control.

In several and close to majority of the urban and mixed urban school down to pencil, pen and several penny school supplies, are tactically and secretly sold to poor students (see Massachusetts, Arizona, Virginia, etc.) to deter their right to education and NO CHILD LEFT BEHIND ACT and related legislation. This one of the political tools to escalate anger against incumbent.

As 2012 elections close in policies and practices, which are capable of creating high tempo of anger with sharp finger pointing on what they called “government of Obama” are spreading like wildfire.

Recovery.gov and other well funded programs are here and there, several small, medium and large businesses have received several billion dollars to create jobs but the jobs are there apart from sanctioning hiring, color/race becomes another measure to deny employment because one employer is used to take over five positions and collect all the pay in order to create four unemployment as route to steer grass/upper root anger blamed on the “government of Obama”.

Directly and indirectly, old staffs of the former governments are still in power of over 95% (UPDATE: April 2011) and they believe in the old and corrupt rules of their former masters.

In the United States, the civil service organizational chart particularly promotion, passages from bottom to top make change at this point a slow motion or snail thing.

Majority of the ruled and electorates in America is manipulated and ruled by the "governments" of personal and official authorities of local leaders, representatives, senators, district, county, governor/state and race/color paranoids.

President/vice-president and federal jurisdiction control small piece of the ruled and electorate. Personal interest below makes the president and federal parts to win or loss  their mandate. (see midterm election 2010).

This type of control is a restrain to jump into modern civilization and wisdom. Several of these branches of government disobey federal laws and directions but they continue to draw heavy federal funds. See Arizona  and several other conservative/republican controlled states, district, county, etc.
